Can I cancel an order that is in "Processing" status after placing it? Is there a cancellation fee?

If the goods have not been dispatched after placing the order, customers will be charged a 3% cancellation fee. This fee will be deducted from the refund amount, and customers will receive the remaining balance after deduction. Once the goods have been shipped after placing the order, the order cannot be canceled.
